Runnables cannot be put in the global user dir

It should be possible to define runnables for general file types
in the global user directory and use those everywhere. This would
allow easy building of a runnables library for everyday use.

I like this, it'll make it easier to manage runnables that you use for a lot of different projects (like Dee's Rails runnables).
