Open "Submit a Bug" in system browser rather than in Redcar

- This is annoying.
- Tools like 1password are unusable.

Should be fixed: https://github.com/redcar/redcar/commit/48a3191bddeceb17b0d26d6791e.... Let me know if you have any problems with that stuff.

I made a slight change to this (https://github.com/redcar/redcar/commit/011acc4b95dfbdcfc850aa6f668... ), making it a user preference to choose internal or external browser for rendering all web links. The option is in Preferences > html_view, and there's some documentation for the change on the wiki: https://github.com/redcar/redcar/wiki/Users-Guide---Web-Integration
