Dvorak-Qwerty keyboard in osx causes control keys to not be dvorak.

I use the Dvorak-Qwerty keyboard layout in MacOS X.
When I use Redcar, the control keys act like the physical keys, not
the logical keys.
Example: Pressing the physical key ^e (logical ^.) acts as if I pressed ^e (Line End).
Another Example: Pressing logical key ^t (physical ^k) does Kill Line.
I'm willing (and able) to debug this, having plenty of Ruby and some Java knowledge. Looking through the source, I can't find where the key strokes enter the system. I assume there is an event framework someplace that gets the keys and then Redcar turns them into the proper commands by doing lookups in the keybindings.
If someone can point me in the right direction, I'd be happy to contribute.
