Cannot open files in path with 2-byte characters

Mac OS 10.6, default ruby(1.8). Have not been tested in other systems(windows/linux). I'm not sure this happens with every 2-byte character or not, but it did happen with korean.

테스트.py would be an example. Also, /home/asdf/경로/fdsa.c will do.

JRuby's File.directory? method raises an error when I give it a multi-byte filename. I have opened a ticket in the JRuby JIRA.
