Allow opening of read-only directories

Hi, if I try to open a read-only directory say /usr/lib/ruby/gems/1.8/gems/<some-gem>, it fails with exception Error in command Redcar::Project::DirectoryOpenCommand Errno::EACCES: Permission denied - /usr/lib/ruby/gems/1.8/gems/<some-gem>/.redcar.

I usually open a gem in an IDE, basically for debugging purposes and of course for that I'd like to have the Go to declaration function available, which in turn depends on the .redcar/tags file.

You guys are the best ones to figure out a solution, however I'd suggest that the tags file should go somewhere in ~/.redcar directory.

I'm using Redcar via git-checkout on Ubuntu 10.10 amd64 and ruby 1.8.7 (2010-06-23 patchlevel 299) [x86_64-linux].

And thanks for Redcar, though it is very alpha-ish, I'm liking it.
