redcar fails to start with Cannot load 32-bit SWT libraries on 64-bit JVM

I get the following error from the redcar 0.13 command:

NameError: cannot link Java class org.eclipse.swt.widgets.Display, probable missing dependency: Cannot load 32-bit SWT libraries on 64-bit JVM
